I got a fine for o.u.i. 1st offense and driving without license in n.h.

I never paid fine, my brother said he did but didn’t, can they come to ma. to arrest me?

You should pay that fine as soon as possible! Chances are a waarrant has issued for your arrest. That warrant could extend inter state, which would give the MA authorities the right to take you into custody and then contact the NH authorities and see if they are going to extradite you you to NH. That would involve you being held in custody for a potentially lengthy period of time. You are likely subject to apprehension right now. The police could stop by your residence or stop your motor vehicle etc. Pay the fine ASAP and avoid law enforcement until you can do so!
